You can't get cheat unlocked, if you havent got all money from her room, and she is not sister, I doubt if she is even his cousin. If I am not wrong their parents are just family friends or something.

There are also alternate story lines based on how you react to Noriko earlier, and in one of those routes, you are not supposed to click on router, instead go talk to Yasuka.

As far as I remember you need to collect all money, and then finish the game, I was confused at first as well
